The abduction of the Lord Provost's daughter was nothing but a hoax. Yet the two hoaxers have committed suicide, and in their flat, paperwork is found which has no business to be there. Then, a former inmate of Saughton prison shoots himself in the presence of a city councillor, and when Rebus wants to ask the witness a few pertinent questions, he finds the councillor destroying documents which ought to have been wastepaper years ago. As Rebus struggles through an icy Edinburgh winter, he soon finds himself in the center of an intrigue involving the city's political elite, and it is soon clear that, if he wants to make the conspirators pay for their crimes, he will have to risk both his job and his life.
