The law as we know it has been replaced by Cyborg Executioners who are used for search and destroy mission. Don "The Dragon" Wilson is hurled through breathtaking action sequences, motorcycle chases, unending shoot-outs and some of the most exciting hand-to-hand combat scenes ever filmed.

When Secret Service Agent Phillips (Wilson) is blamed by his own people he becomes the relentless Cyber-Tracker's next target. Phillips joins forces with newscaster Connie Griffith (Stacie Foster) and Jared Kerns (Steve Burton) a young rebel avenging the death of his brother. Also on their trail is his personal nemesis, fellow Secret Service Agent Ross.

The action never lets up, starting with a horrific opening fire fight, immediately followed by a heart-pounding terrorist attack and into a final showdown with the indestructable mechanical monsters.
